Producers of paper products announced major capacity reductions in the fourth quarter. Boise cut pulp production at its St. Helens, Ore. plant, International Paper shut down a paper production machine at its mill in Franklin, Va., reducing production by about 150,000 tons and Domtar Corp. will permanently shut down the paper machine and converting operations of its Dryden, Ont. mill.
