    Annette Sandberg, administrator of the Federal Motor Carrier Safety Administration (FMCSA), in April asked a Senate subcommittee to include truck drivers' hours-of-service (HOS) rules in the Senate version of the multiyear highway funding bill, which has already been passed by the House. Speaking before the Senate Subcommittee on Surface Transportation, Sandberg said including the HOS in the bill would help establish clear guidelines and eliminate the uncertainty surrounding the issue. She also reported that the FMCSA is on-track to meet the deadline, however "the new rule, like the old rule, will not please everyone." Sandberg also opposed the mandatory fuel surcharge language for truckload transportation included in the House version of the Highway Bill, saying, "The mandatory fuel surcharge for truckload transportation prescribed by section 4139 of H.R. 3 would insinuate government into commercial relationships in a way that is ill-advised and that would reverse a quarter-century of U.S. economic policy. For these reasons, the Administration strongly urges the members of this committee, and other senators, not to include language supporting a fuel surcharge in its reauthorization bill."
