    DHL is playing by the rules. That's the findings of the Transportation Department, which said Astar Air Cargo (formerly DHL Airways) was not illegally controlled by either DHL Worldwide Express or its parent Deutsche Post, confirming an earlier ruling, which DHL's competitors FedEx and UPS hoped to overturn.

    Under U.S. law, at least 75% of a domestic airline's voting stock must be owned or controlled by Americans and the carrier's operations must be controlled by U.S. citizens. The DOT's investigation found Astar to be in compliance with this law.

    The clearance opens the door for full-on competition between the three firms. Brian Clancy, a principal at consulting firm MergeGlobal says, "Now it is time for DHL to execute against the 900-pound gorillas and successfully integrate Astar and Airborne. UPS and FedEx are not going to sit back. DHL is going to have to fight for every point of market share."
