A new round of global trade talks are scheduled to start in December at a meeting of the 134-member World Trade Organization in Seattle. A follow-up to the 1986-93 Uruguay Round of trade liberalization, these talks could be contentious. The U.S. is pushing for a limited agenda focusing on tariff cuts on manufactured goods, agriculture, and services while Europe and other nations want more areas covered--including a possible ban on restrictive U.S. anti-dumping laws and high protectionist tariffs for textiles and apparel. "I don't see a smooth road ahead at all," says Gary Hufbauer, a trade expert at the Institute of International Economics.
