Midwest utilities prep for summer peak

While cooler heads may prevail in summer of 1999, the underlying capacity constraints that contributed to last summer's Midwest power price spike have yet to be fully addressed. Evidence: In January, two large Midwest utilities, American Electric Power (AEP) and Cinergy, both issued RFPs for power to meet anticipated peak summer requirements. AEP was seeking between 50 and 1100 MW of firm-peaking capacity. Cinergy was seeking up to 1000 MW for summer 1999. In February, Detroit Edison also went into the market for 2000 MW of capacity to meet expected peak summer demand.
