U.S. mills launch trade complaint against Chinese seamless steel pipe

Producers U.S. steel and V&M Star have filed a trade complaint against seamless pipe imports from China, alleging dumping margins of 60% and illegal subsidies of up to 30%. The case involves about $400 million in seamless standard line and pressure pipe not exceeding 16 in. in diameter imported from China between 2006 and 2008.
Imports of Chinese seamless pipe more than doubled from 2006 to 2008, rising from 158,000 metric tons to about 366,000 metric tons. Still, the American firms allege that China has built up massive, subsidized overcapacity in low-demand markets for steel pipe products.
The Chinese point out that when demand here collapsed, line pipe imports from China shrunk from 48,429 metric tons in December 2008 to less than 3,000 metric tons in August 2009.
