Proposed 1cent U.S. postal rate hike, scheduled to become effective as early as May, 1998, can mean an increase of 9% or more if business mailers are not prepared. Key to controlling mail center costs: technology. With implementation of Classification Reform in 1996, the U.S. Postal Service began offering discounts to companies that prepare mail for automated processing. Those that do this, and meet minimum quantity requirements for letter-sized mail, may cut postage costs by up to 5.9cent per First Class letter, and up to 7.3cent for Standard Mail.
