Keep an eye on attempts to streamline U.S. Customs procedures. While shippers welcome its attempts to get rid of paperwork, many have reservations. Biggest concern: Customs Service may be trying to shift too much responsibility to local officials, who lack both the staff and expertise to handle complex situations.
