Spending on hardware and personnel will outpace software over the next few years, says Tracy Corbo, senior analyst, Cahners In-Stat Group, Newton, Mass. Software is the third-largest IT expenditure and accounts for about 20% of the total IT budget. Finance, transportation, communications, and utilities have the largest IT budgets. "Services rank third overall in IT spending, but modest growth is expected despite the fact that it has historically been reluctant to invest in IT," says Corbo. Manufacturing, however, which places great emphasis on IT, expects minimal spending growth.
