Update: Transcos

Last month, Purchasing reported that up to four transco proposals could go to the ferc for approval this year. At least one transco deal--that between Tucson Electric Power (TEP) and Arizona Public Service (APS)--has been put off indefinitely as a new Arizona Corporation Commission (ACC) has voted to kill the restructuring plan that would have included generation-for-transmission asset swap between the two investor-owned utilities. Even before the 2-1 ACC vote, the Arizona Supreme Court had virtually blocked the swap.
