Calif. Rejects Terminal

California has rejected the request of BHP Billiton, Australia's biggest oil and gas producer, to build an $800 million offshore natural gas import terminal. The California Coastal Commission and the California State Lands Commission both rejected the BHP project, saying it could harm air quality and pose a safety hazard to humans and animals. The issue isn't dead, though, as BHP may appeal and is just one of several firms seeking to build gas-import terminals off California.
