WHAT IT MEANS: That's an increase from the $8.6 billion invested in 2006. According to AAR CEO Edward R. Hamberger, in the past 10 years, railroads have spent an average of 17.2% of revenues on capital expenditures, compared with an average of 3.4% for manufacturing.
