Only U.S. justice department approval is needed to complete the merger of North American papermakers Abitibi-Consolidated and Bowater into a single powerhouse company called AbitibiBowater. Canadian antitrust officials have already approved creation of the new Montreal-based firm, which be the third-largest public paper and forest products company in North America with combined annual sales of $7.9 billion.
